I am having trouble getting DC Water and their insurance company, PMA’s Old Republic Insurance Group, to take responsibility and provide compensation for three sewer back-ups (in 2012, 2014, and 2017) that flooded my house, destroying carpeting, flooring, and joists – most recently costing over $4000 in repairs. The plumber’s reports confirm that each back-up was caused by tree roots clogging the sewer main, and DC Water failed to replace the main despite receiving two separate work orders. However, DC Water claims the events were unrelated and each work-order was fulfilled. I have documentation and video evidence to support my claim, and I provided all of it to DC Water and the insurance company. However, they have denied my claim twice, and now only say they are “reviewing” the plumber’s video to reconsider their decision. I would greatly appreciate your help convincing DC Water acknowledge that these are not unrelated incidents (I only have one sewer main and one sidewalk tree) and my sewer main needs to be replaced with PVC that won’t regularly be clogged with tree routes. Thank you. – Justin

The new protected bike lane on 4th Street NE, south of Florida Ave. NE, is fantastic! It’s great that the city is investing in this infrastructure. Unfortunately, it is completely unusable because there are cars parked in it all day, everyday. I commute to work on that street and see the same vehicles parked in the lane. Apparently, they aren’t being ticketed. These lanes are a great improvement for the city and keep cyclists safe, but are a complete waste of money (and make the streets less safe for cyclists) when cars are allowed to illegally park there.

Good Morning. I have a problem with having my driver’s license reinstated in Washington, DC. I have traveled back and forth three times to resolve this situation to no avail. When this situation occurred, I lived on 31st Street, SE. This situation is 15 years old and I served a 90-day sentence which ended at the Correctional Treatment Facility. The people at traffic adjudication are telling me that I have to complete an alcohol class. I have done that while incarcerated. I have shown them all the documentation and I am still without driving privileges. Please assist me in getting my license reinstated so that I can have driving privileges in North Carolina where I currently reside.

Thanking you in advance for your assistance in this matter,

Good morning. I use an electric wheelchair with great success getting around Ward 6 and DC. I do not own a car.

I am concerned that my wheelchair will stall as it is very susceptible to water damage and battery drain. A week ago I was in the wheelchair on my way home from an appointment. It started to rain, and the wheelchair shorted out near Union Station. Fortunately a friend was able to push me home.

Is there an emergency service I can call that will get me and my wheelchair home in an emergency such as this? Any details on the service such as time of operation – do they operate at night and on the weekends; and jurisdiction – does it cover DC or the entire Metro access DMV?

I frequently use the Transport DC service; but it will only pick up from a medical or work facility and it does not operate at night. I also carry a Metro access card. However, you must schedule their trips ahead of time and their general number is only available weekdays 9 – 5.

Your direction will be greatly appreciated.

With all due respect, can someone please explain why I am looking out my back window and seeing the city PAVING an alley that had previously been brick? If it had been paved previously, that would have been one thing, of course. But, no one has ever ASKED the residents of this square if we wanted to have our brick alley paved. Why exactly are the alleys nicely bricked in the historic district (in some cases having been done several times in the 10 years we have lived here), but we only rate paving? Unless I missed something here, we pay exactly the same tax rates. I would very much appreciate an explanation.

This email was originally sent to Councilmembers Brianne Nadeau and Robert White about a City Paper, July 14, 2017 article titled “Unprotective Oversight”, that they were a part of. As stated below I desperately need assistance.

    Grace M. Kelly

    Wednesday, September 6, 2017

Hi, my name is Grace M. Kelly, I am a disabled native Washingtonian and have (breast cancer diagnosis, type 2 diabetes, high blood pressure, asthma, sleep apnea, PTSD, major Depression and anxiety disorder). I have no drug or criminal history and I am trying unsuccessfully to get ethical, professional treatment for all of my health concerns. I have copies of patients rights in all areas of service that have been provided to me which have been completely ignored by all of my health care providers.

I was dismissed without notice from Barnard Medical Center(as told to me by my Grubbs pharmacy provider Holly Granton through a phone message on July 3, 2017 when she tried to get a correction in a medical supply prescription from the office. I tried to logon to my medical portal and was

blocked from entry. Before the blocked entry occurred, I found listed on my medical portal a diagnosis of chronic stage 2 kidney disease which I have no prior record of nor did I receive any protocol or treatment for this issue which I knew nothing of(please see my facebook information on Barnard Medical Center facebook page stating that I sent them a certified letter complaining of the services I was receiving there. I also sent a complaint letter to the Medical Licensing Board about them and Unity Health Care Center East of the River Dr. Morcom sending me a Metformin Rx doubling my dosage an additional 1000mg through the mail without seeing me, Safeway Pharmacy 14th and D Sts SE trippling my dosage for my highblood pressure medication 2 times and I received no response from the Medical Licensing Board.

I am presently with MBI CSA who took over Green Door in February2017 and with the exception of my Psychiatrist who I kept from Green Door who stayed with MBI CSA.I have no problems with his services, but the MBI CSW staff who I have dealt with have been totally unethical and unprofessional from day one. Yesterday, a new Csw Mr. Divine Anjeh was supposed to come to my home at 10:30am and he did not show up. I spoke to MBI CEO Mr. Charles Avery about him and especially Ms. Tara Flemming who was my intake person when the transfer took place in February2017. I told her I had a lot of problems growing up in dealing with my mom and she told me she also had problems with her mom. She told me she wanted to be my therapist and I told her I was happy with the one I had. She told me she had 35 years of experience and that I needed to hear from a female point of view. I had 3 therapy sessions with her and she discussed other patients stating that a patient cussed her out for a whole year and she finally had a break through with him when he stated that she reminded him of his exwife. She constantly kept discussing her own life on my time. She dressed inappropriately wearing really short dresses(at age 65 as she told me) were you could basically see all the way up her dress. I told CEO Mr. Charles Avery about this and other CSWs that came after her that I have had and he doesn’t see anything wrong with her behavior and feels that since I no longer have her as a therapist that this issue has been resolved. Well I have a copy of the National Association of Social Workers Ethics Codes and it states within the codes that this behavior is totally unethical and unprofessional and I don’t see how he can take these abuses so lightly.
I saw the article"unprotective Oversight" within health care services written by J. F. Meils that Councilman Brianne Nadeau and other concerned agencies in this article talked about(I kept the article) and would like to be able to tell my story and receive the proper care and treatment that I deserve from my health care team. I want your office to know that the abuse listed in that article is still alive and rampant. I also have a serious concern about Mr. Greg Mathis who is the supervisor for Ms. Tara Flemming and all the CSWs I have dealt with on his team. A few months back I prepared an email to Ms. Mollie Salpeter his supervisor that I read to him complaining about unethical, unprofessional CSWs services I had been receiving from his team members. He begged me not to send the email to her and said my services would improve. I reminded him of this email a few days ago while I was complaining to him about a new CSW Mr.Smith he wanted to assigned to me this CSW when I called him was very nasty and disrespectful to me and didn’t even want to make an appointment with me to come and do my mandatory DBH home visit me. (CSW Martha Wolija, who was my CSW on his team had moved to another team. She asked me to come with her which I did but when I called her cell to get an appointment date scheduled last month for this month she never returned my call so I had to get another CSW from Mr. Greg Mathis’ team). He got upset and said I was threatening him and I told him I was not threatening him I was promising him. He then assigned me CSW Mr. Divine Anjeh who came to my home on Friday, August 25, 2017 to introduce himself. He was supposed to come at 5pm but came at 6:32pm saying someone bashed his car. Why is it that everyone else that works can get there on time and CSWs always have excuses as to why they are late or don’t show up at all. Why are they allowed to get away with this and no one is monitoring the abuses they are putting us through. DBH does not help they basically side with the CSWs. Why is DBH doing this and not helping the people who they are all being paid to help which is the health care patient. No one should be discredited and ignored the way I have treated when speaking up for their rights.

I also want to point out that as a young teenager, my first work experiences were at St Elizabeths Hospital(volunteer services) on two patient wards and I worked(my first summer job) for 2 summers (and volunteered during the winter/my mother worked there))at the City Council for the budget committee which I received letters of excellence from both organizations(which I still have from over 40 years ago).

I am an empath by nature and have always tried to give 100% to who ever I help or whatever I do. The sad part about this is that we live in a very uncaring society that has no regard or respect for empath personalities and we get abused and taken advantage of a lot.

Please let me know if anyone from your news station staff will please help me and all other health care abuse victims like me by reporting my story so that I can try to get a probono attorney to help me in getting better ethical and professional health care services.. My email is and my phone number is 202 543-4556. I keep names, dates and times for all injustices that have been done to me by all my health service providers. The Councilman that I worked for at the time I was at the City Council taught me to always go to the top when you have any problems and most likely you get results.

It’s very sad to have to come back to a place or places where I learned from and received excellent service letters from to try to get help for myself.

My son and I have been happily enrolled in medstar family choice insurance for a few years now. We live in ward 6 in sw dc. Just two weeks ago, we have been notified we have one month and we will have to choose another dc medicaid group, as this city did not award the contract to medstar. Most facilities in dc are run by medstar, and this has led to a great resource for us. Now, none of our providers, all in the medstar network, will take any of the other dc medicaid insurances. The medstar insurance allowed for a mainstream facilties to be visited by medicaid recipients as well. This was great. The position the city has put its constituents in is unreasonable. I now have to find new pediatricians, general doctor, ob, physical therapist, etc in one months.

    Dear Mr Allen,

I’m Operator 21 with ABC 7 on Your Side/Call for Action emailing you on behalf of 1 of your constituents, who says that every night for the past 7 years someone has been knocking on her at all hours of the night. She has spoken with and filed a police report for Sgt Metore (202-)698-0050 as well as Agent Edmunds and filed a report. Nothing has been done to resolve this situation. Perhaps you could get in touch with me so we can resolve this problem.

    Mr. Allen,

I would like to request your assistance in having DCRA address the frequent and ongoing issues regarding Vacant/Blighted properties on the 1600 block of Isherwood St NE. For over a year I have been in a constant battle with DCRA to have them clean up and fine these properties for their negligence but DCRA takes no accountability for it. These properties are left in disrepair and are a blight on the entire community. After reading the public statements from the 2016 DCRA roundtable, it is clear DCRA has not, and continues to not, take their responsibilities to the residents of this city seriously. The comments by Ms. Bolling during this meeting are an affront to those of us who would like to see real accountability from this city agency. Your assistance is greatly appreciated.

We live in an apartment on 4th ST., SE across from a new construction condominium called the Bower – general contractor – Hoffman and Clark. On Saturday, August 26 we were awakened by tremendous noise and disruption only to find the contractor was pouring concrete into the basement of this high rise….IT WAS 3:00 a.m. – and we counted over 20 concrete trucks on 4th st. and 2 hydraulic concrete pumping trucks and they pumped concrete from 3:00 a.m. until 10:00 a.. on Saturday. It was totally impossible to sleep as the noise was earth shattering. This is unconscionable and now I’ve been informed that DCRA granted the permission. I am shocked…there is no earthy reason to do this in the middle of the night. There are over 600 residents directly across the street where this occurred – the Arris. This contractor did this once before, a couple of weeks ago, and we dismissed it as some fluke…..but now this is unacceptable……we understand DCRA rules permit work between the hours of 7:00 a.m. and 7:00 p.m. M-S…which is fine but not in the middle of the night….

We call upon you and your office to investigate and please do what needs to be done so we can enjoy a good night’s sleep…..

Thank of your time and consideration

Hi there – The intersection at 10th and E Capitol St is dangerous. We have lived here for nearly 6 years and I have seen/heard several near-misses and witnessed nearly a dozen accidents. Could we get a four-way stop? Currently only the 10th Street traffic has stop signs. Thanks for looking into this.

Hi Charles – wondering if you can do anything to expedite the re-painting of bike lanes on D St. NE between 9th and 12th. The street was re-paved a few months back and lane markings were never reapplied. I ride this route every day and it’s become a bit dangerous since cars tend to drift to the far right side of the street without any markings to keep them out of the bike lane area. Thanks!

There is a mattress on the corner of Constitution NE and 17th NE that has been on the side walk for more than a month. There is also thrown out furniture on Constitution between 16th and 17th NE.

Can we have someone to collect these items?

I was wondering if there has been any discussion about the parking nightmare that is occuring down in the navy yard area near the baseball stadium. There is a significant amount of development in the area including a new winery and yet the parking options are terrible. All three of the outdoor parking options in that area are being taken over for new development projects. It seems without sufficient parking there will be a diluge of individuals from VA, MD and DC parking in spots designated for those that actually live in the area. What is being done to alliviate this problem?

I write to you as constituent of Councilmember Allen’s (address – 337 18th Place, NE) regarding the camera speed trap at 600 Block of Kenilworth Ave. NE (the I-295 exit for Benning Road exit). WUSA, Channel 9, recently did a story about this:

Simply put, this speed is an outrageous money grab by the city. This single camera at the Kenilworth NE location generated $20 million in revenue in 2016 (out of $99.4 million) according to AAA’s analysis of data provided by the District. Further, speed camera revenue in DCThe District leaped an astounding 91.4 percent in 2016 from the previous year led by a notorious camera in the 600 Block of Kenilworth Ave. NE, according to a new report from AAA Mid-Atlantic. There is no way that the Ward 6 and 7 residents who get off of I-295 are such reckless drivers that 20%+ of the revenue that DC rakes in should come from a single camera. As described in the WUSA-9 story, AAA thinks that this completely unjust:

“This is a speed trap right out of ‘Smokey and the Bandit’,” said Jon Townsend of the AAA as he watch the flashing lights on the camera issue citation after citation.

A prominent speed limit sign placed on the narrow median between the two roadways says 50 mph, which confuses unwitting motorists on the 25 mph ramp. Further, it is totally reckless to ask motorists to go from 50 mph down to 25 mph in such a short stretch of highway, especially with all of the tailgating that goes on on I-295, which makes it unsafe to jam on one’s brakes. The off-ramp is a long road that goes for 1/4 of a mile or more, not a normal off-ramp for which a 25 mph limit is required because of a hairpin or quick turn. My wife and I have gotten numerous speeding tickets going 36-38 mph.

I implore you and Councilmember Allen to work to remove this speed camera completely, or at the very least make the off-ramp speed 35 mph. Local residents in Wards 6 and 7 simply cannot afford to pay $100-$200 just to commute to work – this is a very working to middle class area.

Hello! There are a lot of people speeding on 8th St. A lot of Maryland commuters use this as their thoroughfare to get to work and go home. I notice the really aggressive and fast drivers have Maryland plates. Two weekends ago my husband and I witnessed a Marylander hit someone on 8th and we both felt the accident would have been prevented if the person had not been speeding.

Can we have traffics speeding ticket cameras installed or have one of those big marquees with the speed posted? The commuters don’t realize this is someone’s neighborhood that they’re speeding through. There are a few crosswalks on 8th with no light that I worry about. People need to slow down to 25.
